David M. Starck

David joined VCT as an associate attorney in November 2023, bringing extensive experience in a broad range of real estate and development matters. After beginning his career with a large regional law firm, David served as Real Estate Counsel for an international senior living company, Deputy General Counsel for a state housing finance agency, and Senior Assistant General Counsel-Construction for the Louisville Metropolitan Sewer District. Additionally, David has served as the Managing Director of Multifamily Programs at the Kentucky Housing Corporation, overseeing the state’s affordable housing tax exempt bond, LIHTC, and gap financing programs. David’s blend of private practice, in-house, and public sector experience give him a unique perspective.

David earned degrees in Economics and Latin American Studies from the University of Kentucky and graduated Order of the Coif from the University of Kentucky College of Law
